Check crankcase ventilation hoses and connections for leaks and clogging. Start engine. With engine at idle, pinch and release PCV hose. Clicking noise should be heard. If no clicking noise is heard, verify if manifold vacuum is present. If manifold vacuum is present, replace PCV valve, and recheck.
