Steering wheel shakes when braking at highway speed

When I brake from 60+ mph, the steering wheel shakes pretty badly. Braking from slower speeds is fine. 2019 Toyota Corolla with 45k miles. Is this warped rotors? How much should I expect to pay?

Before you spend money on rotors, check that your caliper slide pins aren't seized. A stuck slide pin causes one pad to drag constantly, which creates a hot spot on the rotor that causes the pulsation. Clean and re-grease the slide pins with silicone brake grease. If one pin is stuck, that's your problem and new rotors will just warp again from the same cause.

I did front brakes on my 2020 Corolla at 42k. Rotors were at 24mm (minimum is 22mm) so technically fine to resurface but I replaced anyway. Used Wagner ThermoQuiet pads + Centric rotors from RockAuto β total shipped. Took 45 minutes in my driveway. The shaking was completely gone.
